Madrid, November 24, 2025. The Ministry of Culture and the Coalition of Creators and Content Industries have signed the renewal of a strategic agreement in their common goal of leading the protection of intellectual property in our country against violations of cultural content, as well as promoting creators and culture as an essential tool for society, the welfare state, employment, and the economy.

The agreement has been signed with the Ministry of Culture, highlighting especially the Deputy General of Intellectual Property and the Second Section of the Intellectual Property Commission, the national collegiate body that has overseen the administrative procedure for safeguarding and restoring legality since 2011, and which actively deploys administrative action against digital content piracy, offering successful results that are a benchmark at the European and international level.

 

Firm commitment and obligations of both parties

The agreement aims to continue strengthening synergies, policies, and actions to better safeguard the rights of cultural creators in the face of illegal cultural content, with a special emphasis on key issues such as promoting and encouraging the active participation of other intermediary and collaborating services, search engines, advertising and payment services, social networks, and instant messaging services, among others, as well as spreading awareness of the Protocol for the Enforcement of IP Rights, a pioneering co-regulation agreement between rights holders, members of the Coalition as representatives of the main cultural sectors, and other stakeholders. among others, as well as to spread awareness of the Protocol for the enforcement of IP rights, a pioneering co-regulation agreement between rights holders, members of the Coalition as representatives of the main cultural sectors (music, film, video games, book publishing, press, etc.) and Internet access providers, through Digitales.

Other actions committed to in this new alliance relate to facilitating the awareness campaign, providing resources and graphics, such as the guide for IP trainers or the Manual of good practices for IP crimes in collaboration with schools and the FCSE (Spanish law enforcement agency), or institutional support for effective dissemination. There is also a greater commitment on the part of content creators and industries to periodically provide the Second Section of Intellectual Property with the reports of the Coalition’s Multi-Operator Verification Platform, a highly technological tool developed in 2021, which, among other functions, specifically allows real-time verification of the availability of IP-protected content on the Internet and the effectiveness of measures in the area established by the National Commission for Markets and Competition.

 

Monitoring Committee

The agreement, which will be valid for two years and can be extended for another two years in annual periods, also provides for the continuation of a Monitoring Committee, made up of representatives from both parties, to jointly evaluate the different actions and report to each other on the activities that each party carries out in implementation of the agreement. and which aims to continue to be, as it has been until now, a space for analysis and proactivity in which both parties share challenges and needs in a coordinated manner, allowing them to accurately guide the next steps and decision-making.
